With the constant improvement of Chinese land reserving system and land market, land reserving work in China has turned from extensive management to deepen management. Nowadays, much too high reserving cost and unclear guiding price results in the loss of government revenue, which is one of the most important problems in land reserving. Therefore, exploring for the land purchasing and reserving price formation has important guiding significance to the control of purchasing and reserving cost and the determination of a reasonable price.Combining the hash situation with the practical needs of land reserving departments, the paper discusses how the price of land purchasing and reserving forms, moreover. It sets Tianjin as an example, and summarizes the main factors affecting the price to provide technical support government to grasp the price and regulate land market. The research contents of this paper includes:Firstly, through the way of literature analysis, comparing the domestic and foreign relevant theories and research methods, and set as theoretical supports, the paper generalizes the characteristics of land reserving system and the mode of operation of land reserving in every stage. Secondly, based on the analysis of Chinese land reserving on the operating mode, the paper explores the land purchasing and reserving price formation mechanism. Through qualitative analysis of factors of cost elements, the paper establishes a land purchasing and storage price index system and builds a theoretical functional form of the price of land purchasing and reserving. Thirdly, based on the actual investigation data, this paper systematically evaluates the situation of land purchasing and reserving in Tianjin in2008-2012, quantitative analysis of the increment and stock of two kinds of land purchasing price is the dominant factor, and then constructs a model of Tianjin land purchasing price. At the same time, it sets Tianjin as an example to scientifically verify the land purchasing and reserving price model. Finally, according to the results, the paper puts forward some guidance strategy about the price of land purchasing and reserving. Through the study of the above four aspects, the paper can draw the following conclusion: 1) Nowadays, operating model of Chinese land reserving is dominated by government planning and market combination model. Therefore, the formation of land purchasing and reserving price is controlled by two aspects of government regulation and market mechanism. Under the guidance of policy of the land supply plan, urban planning and land acquisition compensation standard, it formed by the interaction between the elements of the market.2) According to the research, the paper sums up the leading factors of purchasing and reserving prices are land location, compensation standard, land reserve scale, the class structure and the management level of land reserve institution, which are ordered by their importance.3) Among the dominant factors of influencing the purchase price, the land location and compensation effect is particularly obvious, the two for land purchasing and reserving prices influence weight up to0.61.This is also the important factors which the government should consider in the master purchase price level.4) In2008-2012, Tianjin’s land purchasing and reserving price is rising as a whole. Except in2008, the average purchase price is in2million-3million yuan/mu, accounted for45%to65%of land prices, and it tends to be reasonable as a whole.5) Base on the purpose of controlling land purchasing and reserving cost, when the land reserving institutions conducts project decisions, and land management department leads the various types of land purchasing and reserving price levels, it should consider land location factors firstly, making reasonable choice of reserving plots is the key to controlling land purchasing and reserving cost, and other dominant factors should also be focused by its local conditions.
