Research On System And Model Of Soft Scientific Achievement Evaluation

Achievement evaluation is the core part of the evaluation system of science and technology.Management institutions use the achievement evaluation system to judge the development of the past,to control the situation of the present,to choose the direction of the future,making achievement evaluation becoming one of the most important means of management.Compared with the western developed countries, the soft science research in China started late. Since the reform and opening up, along with the increasing exchanges with foreign countries, we developed soon.The expert evaluation method, AHP, grey theory evaluation method were applied to the development of our study.The Ministry of science and Technology National Center for technology assessment and Chinese Academy of science evaluation center were established.In addition, the Ministry of science and technology has promulgated the "Interim Measures for the management of science and technology assessment"(2000.12) and "technology assessment"(2001.4),aiming at regulating soft scientific evaluation system.Establishing a high maneuverability and systematic strong soft scientific achievement evaluation system becomes the key to the future of soft science.Based on the review of previous data,existing research on soft scientific achievement evaluation system and evaluation of the commonly used method for comparative analysis of the results,combined with the connotation and characteristics of soft scientific achievement,we put forward a more comprehensive evaluation index system of soft scientific achievement. On this basis,we established an index system which can fully reflect the preliminary scheme of each technological achievements system.We used the Delphi method to filter the primary index and established the structure model of the comprehensive evaluation index system of soft scientific achievement.Finally, the inspection was carried out with soft scientific achievement in Shandong Province Award for this evaluation system. The innovation of this paper is using the Delphy Fa, analytic hierarchy process, fuzzy mathematics method to analys, which solved the weak of the soft scientific achievement above.Put forward some constructive suggestions on the evaluation index system of soft science achievements for future evaluation management.
