The layout of the urban retail business is not only a strong driving force to promote thecommercial prosperity of the city, an important cornerstone of commodity circulation underthe economic system, but also an essential part of the overall urban planning and layout. Inrecent years, with the help of the location advantage and national development policies, theeconomic construction of Binhai New Area achieved spectacular results, in which retailcommercial outlets gradually formed a certain scale, commercial infrastructure has achievedunprecedented improvement. However, there are drawbacks in the Binhai New Area retailcommercial outlets, such as the total quantities, the spatial layout, format and structure and soon. So it is imperative that we should improve and optimize the Binhai New Area retailcommercial network layout.The paper first describes the research background and the current research situationhome and abroad about Binhai New Area retail commercial network layout. Based on thetheory of location theory, gathering Theory of Economic, business district theory, the authoranalizes the existing conditions thoroughly according to macro and micro factors pointing outthe problems in the retail commercial network layout. To solve this problem, solutionsstrategy is proposed based on the analysis from both the government and enterprise: tostrengthen retail commercial outlets legal construction, strengthen the construction oftransport facilities, innovative business structure, optimize the spatial layout, establish themodern marketing concept, to increase retail staff training and intensity. Finally, combinedwith the actual situation of the Binhai New Area, the paper puts forward to new vision tocommercial network layout of the Binhai New Area.
