With the changes in the world of economy and the development of academicresearch, more and more local Chinese management philosophy have entered theacademic research and explore its impact on the organization. For example, moderationthinking and organizational harmony are the words with Chinese cultural background,they have been certificated as the great role in management. In recent, a book wrote byProfessor Wu Si,“potential rules” have been proposed and the word started causingwidespread concern in society. Also some scholars focused on its impact on theorganization and employees. They are supplements for the western organizationalbehavior and management’s factors to propose and study these variables. At the sametime, exploring the impact of these variables on the employees and organizations is agood reference for the managers.In the past, researches on the potential rules are more concerned about politics andentertainment areas. In recent years, some scholars began to introduce it in managementscience as a management factor. They researched on the impact of the potential rules onthe behavior of enterprises employees. In this paper, first we sort out and summarizedthe literature and pay close attention to the potential rules in the research team andcontinue to make a lot of work to investigate it. Then combined with previous proposedorganizational behavior and development of the potential rules in the enterprise weproposed a scale of potential rule in the research team. We used some methods such asexploratory factor analysis (EFA), confirmatory factor analysis (CFA), to screeningquestionnaire subjects\items and then draw the conclusion that research team potentialrules is the concept of a two sides. Then, proposed a conceptual model betweenpotential rules in the research team, psychological safety perceived and voice behavior.The samples of416data were surveyed from the research team of Chongqing,Guangzhou, Beijing, Shenzhen, Kunming. At last, we researched the relationshipbetween potential rules, psychological safety perceived and voice behavior.The results showed that two sides of potential rules in the research team havenegative impact on the psychological safety perception, and also have negative impacton voice behavior. Meanwhile the effect on the restrain voice behavior is bigger than thepromotion voice behavior in this process. On the other hand, the effect about potentialrule about internal management on the restrain voice behavior is the most significant. In the intermediary role models, psychological safety perceived among the internalmanagement of the potential rules to the restrain voice behavior plays part intermediaryrole, and psychological safety perceived plays part intermediary role between internalmanagement and promotion voice behavior. However, psychological safety perceivedbetween achievements of research team and restrain voice behavior has partintermediary role, but on the promotion voice behavior has fully mediates. In the end,we find that some characteristics of the variable have different effect on potential rulepsychological safety perceived and voice behavior.
