The steel industry is the lifeblood of our country’s economic development, and is a typical high-energy, high-polluting industries. Especially in recent years,China is facing the Increasingly severe situation of tight resource constraints,environmental pollution, ecosystem degradation and so on. Cleaner production technology as a new mode of production and development strategies, due to its important contribution to environmental protection, resource utilization and optimize levels of economic growth, Gained more and more countries and enterprises’ recognition, and the steel industry is one of the Key industries which urgently need to cleaner production. In recent years, cleaner production and evaluation was used in many steel companies, the cleaner production evaluation system was established, the formation of the corresponding analytical reports and countermeasures to effectively enhance the company’s production efficiency and reduce energy consumption, reducing pressure on the environment. But in the process of cleaner production implementation and evaluation are also presented some problems, such as lack of uniform standards for each enterprise in the evaluation process, the evaluation workload, evaluated over a single, all of which led to the implementation of cleaner production assessment and evaluation did not reach the expected levels.In this paper, the actual needs of Baotou Steel Plant cleaner production were referenced as background, combined with technical means of information, based on analysis of the steel industry production management, process and device power consumption characteristics, established the cleaner production evaluation systems which conform to the Baotou Steel actual production need. This system contains four aspects::energy consumption, pollutant emissions, equipment management and organizational operation to evaluate cleaner production capacity of enterprises. The way of communications with automation equipment and manual entry were used to obtain relevant evaluation data sources, and established Corresponding evaluation criteria database in many ways, Utilized Efficacy Coefficient Method, Formula Method and so on Comprehensively to evaluate cleaner production word. For the problem of qualitative data in the evaluation process has a greater impact on subjective factors, which lead to the poor credibility and accuracy of the evaluation results, this paper introduces fuzzy comprehensive evaluation method, which transformed the evaluation results of the experts from quantitative data to qualitative data, effectively increasing the objective and scientific of the evaluation results.Through the design and implementation of the system, the integration of various evaluation system, the production process were achieved full coverage ofcleaner production factors, the system effectively solve the problem of the Baotou Steel Plant Cleaner Production Assessment workflow complexity, workload issues,and further enhance the scientific and accurate of evaluation work. This system not only provided significant help for company to find itself cleaner production process problems and bottlenecks, but also for an assessment of cleaner production work.This paper has a Great significance for improving management and production efficiency, wasting minimization ensure steel companies in energy use, reducing emissions and energy-saving environmental protection. which can also provide theoretical and practical reference to researchers and the sustainable development of the steel-related businesses.
