Power Line Communication technology is a very promising broadband access technology. It has not re-wiring, easy access and wide coverage characteristics. The Orthogonal Frequency Division Multiplexing technology in power line communication system not only improves all aspects of power line communication requirements but also greatly expanded its range of applications.On the basis of the multi-user OFDM system, this paper has established a multi-user OFDM system resource allocation problem mathematical models. Focus on improved Particle Swarm Optimization algorithm to optimize the above model. In order to improve the performance of PSO, this paper uses Particle Swarm Optimization algorithm based on Genetic Algorithm. At first, if we adopt 0-1 coding on particle encoding, when there are K users and S sub-carriers, we must use several KS 0-1 variables and add KS constraint equations, so coded-decimal notation is adopted in this paper, and then only S variables are needed and the number of variables can be decreased and the relevant constraint equations are not needed also, so test is not needed. Secondly, the passage adopt local tuning strategy to tune the particle in the population at a certain probability. To ensure diversity and prevent local convergence, PSO introduced a Genetic Algorithm crossover and mutation operator. And in progeny selection, using some of the elitist and random selection strategy to update the population. The simulation experiments show that Particle Swarm Optimization algorithm based on Genetic Algorithm can achieve better results.
