With the continuous development of meteorological modernization, more and more meteorological observation methods for sea, land, air, sky and satellite had been used. The meteorological observation’s factor, methods and quantity of data quickly expanded. So, the biggest challenge for Shandong provincal meteorological data transmission and monitoring department causing by this situation was ensuring the large amount of meteorological observation data’s transmission task running as normal. So, a perfect meteorological information operation monitoring system was designed to solve the problem of monitoring the whole process of meteorological information transmission, ensuring the efficiency and availability of meteorological information and playing the benefit of meteorological observation.Based on the Windows platform, the provincial meteorological information operation monitoring system of Shandong province was designed in the most popular B/S mode. The system also used JavaEE as the programming language, Eclipse as the development tool and Tomcat7 as the web server. The database software adopted MySQL Database. The system deployed on a high performance X86 server in the meteorological network, for the provincial operational staffs to use.The system included 6 modules:transmission information processing module, data query module, system monitoring module, system parameter control module, report statistics module and duty management module. Transmission information processing module achieved the function of information’s collection and inspection and data storage. Data query module achieved the functions of querying various types of data transmission condition and the alarm condition. System monitoring module, as one of the main module of the system, achieved the real-time transmission of Meteorological data monitoring, real-time alarm and system statement monitoring functions. System parameter control module achieved the parameter settings of station and data, user’s settings and so on. Statistics module and duty management module achieved the monitoring staffs’ requirements of monitoring business management. In the home page design, the actual business requirements and the needs of frontline staffs were considered first. So, the function of several modules was distributed into 8 menus, in order to reduce the difficulty of the system’s deployment. At the same time, the system also achieved the most urgent information transmission business’s need which is solving the problem of the province’s deployment. The provincial cities and countries users could finally interact within a unified system interface.As the provincial meteorological information operation monitoring system’s implementation, the provincial meteorological observation transmission business and the continuity and availability of meteorological data have been greatly ensured normal. Also the system has greatly reduced the frontline staff’s intensity of work and improved the work efficiency.
