The multiple network access technology allows mobile terminal users the opportunity to choose the preferable wireless network. To take advantage of various wireless networks, an efficient radio resource management strategy is necessary, so that mobile users can be provided with satisfying service performance, and the radio resource can be used to the utmost. Hence, this thesis is devoted to exploring a radio resource allocation mechanism required for heterogeneous wireless networks.The modelization of radio resource allocation problem is based on network utility maximization. Mobile terminal users’ satisfaction of allocated radio resource is quantified by utility, and an optimization model is introduced in the bandwidth allocation problem, where the objective is to maximize the quantity of terminal users, while the maximum total utility of these users will be obtained as well. In addition, the service importance classification is mostly considered while solving the bandwidth allocation problem, which guarantees that the more important services will get resource prior to those with lower importance. To achieve our intention, a utility adjustment mechanism is applied in optimization model which is mentioned above. Specifically, in the case of bandwidth allocation for mobile terminals with multi-homing capabilities, less important services have to take higher cost, in the contrary, the services with higher importance can get higher utility because of the less cost, which means more important service can get bandwidth allocation easily. Considering the single-homing mobile terminals which can only access to one wireless network at the same time, the service importance based bandwidth allocation is also studied in this thesis. Step function plays an essential role in classifying the service importance and mapping the services’ utility to importance-based range accordingly.Following the bandwidth allocation algorithm proposed above, simulation results are displayed. The results make out the rationality of the strategy for service importance-based utility adjustment, and achieve the distinction for service bandwidth allocation. These algorithm make the radio resource management much more efficient and more mobile terminals’ service request can be served within the capacity of each wireless network access point.Further work is a platform design for bandwidth management in heterogeneous wireless network environment. The platform runs on a three-level radio resource management framework, mobile terminals’ service request and bandwidth allocation process are available on it.
