Design And Implementation Of Management System For Urban And Rural Integrated Cadastral Alteration

According to social development demand and on the basis of the current advanced geographic information system technology,cadastral alternation management system of urban-rural integration is to achieve integrated management of urban and rural cadastral data,which refers to store and manage urban and rural cadastral data by integrating them into an unified system.And also,it can realize real-time update,synchronous management and query output of cadastral data.This system is to meet the demand of territory department obtains the newly updated using information,reasonable planning and local region land management of its administrative area.In a word,it is very supportive to social development and orderly conduct of economic construction.This paper describes the institutional framework of urban-rural integration cadastral data in details.According to division into districts,ownership,land type and terrain,cadastral data is unified classifying by using unified scale and coordinate system;summarize the mutual relation of boundary point and boundary line and parcel;design cadastral database of urban-rural integration according to spatial data,non-spatial data and metadata;propose computer automatic processing method and matters need attention in later artificial intervention for different precision data connection and edge matching.In the unified urban-rural integration data changing process,from the perspective of land ownership,land use features and auxiliary elements,this paper describes the specific changing steps to parcel,boundary line,boundary point,pattern spot,punctiform and line form land types.In this paper,the author uses ArcGIS and ArcEngine development components to design and achieve cadastral alternation management system of urban-rural integration.Also,it achieves daily maintenance and update of surveyed cadastral data,and ensures the present situation and timeliness of cadastral data.The main functions of cadastral alternation management system of urban-rural integration includes parcel increase and loss;parcel consolidation and separation;parcel integrated change;adjustment and using of land boundary line.The core function of this system also can be divided into increase,delete and change of point,line and face;split-merge and change of line and face.By using the second national land survey result,the system test data unified manages the cadastral data of county,town and rural land.It also designs and achieves urban-rural integration cadastral database by ArcSDE,effectively manages data information of parcel,boundary point and boundary line.This paper starts study from the unified data standard of urban-rural integration,designs and achieves cadastral alternation management system of urban-rural integration for data structure and cadastral data changing process.With the help of using the second national land survey data,this paper also validates the feasibility of design thought.For the convenience of cadastral changing,it aims at providing the newly updated land information for government functional department and land management department,and also provide the basis for unified management of the administrative land.
