Since continuous large earthquake happened in Sichuan these years, natural disasters has been ordinary state.In recent years, government have pay attention to prevention and reduction of natural disasters more and more, but on the other hand, the basic facility and operation system is not supporting to disaster prevention and reduction, not only the shortage of effective disaster prevention and rescue information systems, but also shortage of mobilization system and channels of participation.The public awareness and ability of self-rescue and mutual-rescue which has not been fostered caused a lot of avoidable loss once more.In the context that government wants people and society to participate the disaster relief, this article will build a disaster prevention and rescue system that people can use it very easy. The constraction of this system is based on the high utilization of smart phone and their rapid growth, due to smart phone can support the P2 P communication and position by Wi-Fi 802.11 protocol, if voice communication and data communication are all disconnected after disaster, smart phone can build a small net to locate the target mobile phone without any base station and central site in some area, it will help people to rescue themselves and be searched and rescued by professional organizations.The first chapter will analyze the background and values of disaster rescue system based smart phone, the second chapter describes the basic concepts, standards, protocols and technologies of using Wi-Fi to position and point to point interconnected, how to use the sensor of smart phone and interactive technology, deeply discuss the method of Wi-Fi Direct, Wi-Fi triangle triangulation, accelerometers, gyroscopes and other sensors in our research institute. the third chapter describes the whole system structure, network structure and development environment, the mobile application based on Android 4.4.2 version that mostly smart phone used, the management platform will be based on Windows Server 2012+apache + tomcat + php + mysql, the fourth chapter focuses on the the design, development and implementation of mobile application and management platform design. The final chapter explain all process of testing system after development, debugging and guarantee the quality of delivery.
