In recent years, along with the change of economic and social environment, the outbreak of social public opinion has increasing, at the same time, along with the development of network technology and the increasing popularity of the Internet, the network has become the main channel for information dissemination. Under the background of the explosive growth of the social public opinion, the network has become a platform and catalyst for the outbreak of public opinion, almost all will come to fruition, spread on the network, and affected by the network. The study of network public opinion increasingly becoming a focus of academia and government. At present, the Inner Mongolia Autonomous Region is in a special period of accelerating economic restructuring, all areas of social life is undergoing tremendous changes, along with economic restructuring comes a variety of social problems, when these social problems have not been resolved reasonably and effectively, it will develop into the network of public opinion. Meanwhile, Inner Mongolia as the autonomous region border ethnic areas in China, has a unique regional characteristics and national characteristics, the public opinion in number, complexity, characteristics of the outbreak, and other aspects of the propagation has its own particularity. Therefore, public opinion research ethnic areas have a very strong practical significance. This paper mainly uses communication, public opinion science, sociology and other disciplines theory, quantitative and qualitative research method of combining, public opinion on hot events occurred in 2014 in Inner Mongolia were analyzed to study its basic characteristics, while the use case analysis the method of selecting a representative of Inner Mongolia in 2014, through three typical cases spread analysis, study its spread features and propagation. Finally, based on the above research, proposed some advices that the government to deal with public opinion and the media to guide public opinion on the feasibility of recommendations.
