As we all know, the so-called "all-purpose card of mobile phones " is designed to use a mobile phone or a SIM phone card to manage all aspects of our social life, such as cash and the right of using tickets or identification. This management is a combination of identification, purse, card, bus, discounts, members, social security CARDS, phone CARDS in one phone Terminal, which implementing the purpose of "one machine in hand, travel secured", and "mobile phone card, multi-use ". It is more convenient to use in people’s life,working, studying and improve the social efficiency and the level of people’s life. At the same time, a mobile phone card is a symbol of an indispensable part of wisdom city, also it is one of the basic engineering in information society,whose foundation is the data collection and has great significance in management of society and the decision support. The difficulty in the construction of all-purpose card mobile phones is air-charge. At present, the air-charge in all-purpose mobile phone card support the cash transfer to card, however, the account cash must download in the constant of recharging machines. And a number of all-purpose card of mobile phones can not support air-charge, which is only allow to assign sufficient value spots, including the ways of artificial recharge platform to top-up cards.It can not adapt to the rapid development of the application of this phone card and brings a lot of inconvenience, making the users not interested in accepting the all-purpose card of mobile phones applications.This thesis focus on the problem of air-charge in card real time, furthermore, researching these security mechanism and trading protection mechanism; and putting forward a feasible air-charge technology implementation scheme; proposing a valid method direct to existing technology and the selection of devices; planning the air-charge card structure of design in order to ensure the content of construction and the secret-key system; planning the structure of E-wallet aim to make sure the capacity and format and encryption of files of transaction record, transaction information, charging information, air business parameters, the transaction information of air-charge, state, record and so on; defining and specifying the content of the air-charge business process, data structure, STK processing process, the related information process, data consistency, air-charge safety mechanism, air-charge trading protecting mechanism, business and SMS message format about the air-charge; setting the two sides protection mechanism protecting each trading instruct from malicious invasion or tampering. This thesis also designs the STK menu, operation process, display content and also support the safe mechanism to make sure the safe and reliable of all trades. This thesis proposes a feasible scheme about air-charge technology for all-purpose mobile phone card business, which can be referenced by mobile payment service provider and users in the process of developing the air-charge business.
