In order to advance tobacco production and promote the transition from traditional t o modern tobacco agriculture, a key aim for the tobacco-leaf production regions is to impr ove the quality of tobacco leaves to meet the demand for high-quality raw materials from t he tobacco industry. However, the traditional acquisition management model used in the c urrenttobacco acquisition processes significantly lags behind the demand of the developin g modern tobacco agriculture. The pre-acquisition inspection rules can’t be implemented, resulting in unreasonable tobacco grading structure. In order to fit the development of mo dern tobacco agriculture, we need to regulate tobacco acquisition.The imminent issue is h ow to explore new acquisition management model so the demands of the developing toba cco agriculture can be met.In order to solve the problems pertaining to assessment, we drew on the collective wisdom, and gathered practical experiences from various regions, focusing on how to improve the in-house pre-inspection system and raise the quality of tobacco acquisition. After in-depth research, we conclude that we should combine the assessment mechanism with information technology, and use information-technological means to assess the quality of pre-inspection and acquisition, and to implement related reward and penalty system.By establishing a series of functions, such as information management, acquisition line management, quality assessment management, payroll management and report analysis query, our system has achieved the informationized management of tobacco acquisition quality assessment, payroll assessment and tobacco quality traceability; through the use of tobacco acquisition quality assessment equipment, and the in-depth use of information technology, we are improving the efficiency of basic-level tobacco acquisition stations, regulating the in-house pre-inspectional behaviors, and upgrading the tobacco acquisition quality management standards throughout the entire province.
