This paper completed the overall framework of the public security administrative licensing online approval system design, from the system is logically divided into the access layer, business layer, core public component layer, data layer and a base layer five levels. According to the WFMC workflow model of workflow engine design, including logic structure, process definition and approval process design etc.. Based on the J2 EE system structure, using JAVA language design and implementation of main functions include extranet, intranet pre collection, approval management three modules of the system.Finally, this paper completed the analysis of the application of the system, the system of four major functional modules and the corresponding sub module test and verify the application effect of system.
