Early video conference system has been realized by hardware method, generally based on the realization of the network packet switching transmission, problems of high cost, system construction related insufficiency etc.. In recent years, along with the continuous innovation of the Internet technology, multimedia technology and the rapid development of network infrastructure to speed up the pace, use the transmission mode of hardware video conference system more and more packet switched IP network, on the function has been strengthened, the use is more flexible; on the other hand, the video conference system based on software is also obtained the considerable development. This tremendous progress, makes for some early building video conference system is not perfect in the system and function of the development of a supporting service management platform with the technology foundation. The high-definition video conference system of Sichuan Province was built in 2003, covering 21 cities in the province of the state. Due to the construction was long ago, and had only one set of equipment, there is an urgent need for a standby system software platform; at the same time, the meeting at present can only be recorded in the provincial hall, municipalities state need to consult the meeting content relatively trouble, also need a VOD software platform.This paper is based on the basic requirements of the project, discusses the ASP.NET as a platform to the background, based on FMS streaming server architecture and building technology. Real-time broadcast and video on demand are two basic modules of the framework of video broadcast, analysis, research on key technology of development of B/S architecture, the system used three layer structure of.NET, multicast technology, video compression technology and database technology of the system, the design of a network video system, service management platform to realize real-time broadcast and on-demand video conference function, and with the basic functions of the corresponding registration, user management and video search.If this platform is applied to the existing video conferencing environment, can provide an emergency backup system for the existing video conference system; on the other hand can meet the branch field of past conference video access. The realization of this software platform, will provide strong support for improving the efficiency of government office.
