With the abilities of high speed, low height and strong maneuverability, low-altitude target can effectively avoid the detection and track from general radar by taking full advantage of sea clutter, ground clutter and terrain. Therefore, in order to detect and track the low-altitude targets earlier, the airborne radar with height advantage is used to track targets in low altitude in this paper. When the airborne radar detect the low-altitude targets, high false alarm and strong maneuvering at any time make the common radar data processing method restricted. Thus, this article will make use of the revised radar data processing method to track the maneuvering low-altitude targets. The main work is as follows:(1)A new algorithm GC-FTI(Fast Track Initiation Algorithm based on Grid Clustering)is proposed to solve the problems of multiple false tracks and slow initiation in high-density clutter environment. Radar scanned airspace is firstly divided into several high or low density grids and the echo points are processed by grid core and border extraction technology to get accurate clusters. Finally, the similarity of data in each cluster is used to clustering, and ultimately, the modified logic method is utilized to initial the target track. Simulation results show that the algorithm is capable of initiating tracks accurately and quickly in dense clutters environment.(2)In the dense clutters or multi-targets environment, the JPDA algorithm’s calculation is very large, So this article proposes an association algorithm based on balanced probable Fuzzy C-Mean cluster(IFCMDA), this method not only consider the effect of noise points, but also think about the effect of the capacity of efficient echo. The particle swarm optimization method is adopted to solve the IFCMDA’s objective function and then get the probable values to replace the association probabilistic. Simulation results show that the IFCMDA algorithm can perform data association quickly and efficiently.(3)As the error is large in Current Statistic Model(CSM)tracking the nonmaneuvering and weak maneuvering target, a modified fuzzy current statistic algorithm is proposed. According to the target’s movement characteristic, the algorithm uses the S distribution of member function to revise the extremum of acceleration in real-time, so airborne radar can tracking the low-altitude non-maneuvering and weak maneuvering target stably. Process noise covariance modified function is adopted to adjust filter gain, thus the modified fuzzy current statistic model can track the emergency maneuvering target fast and accurately.(4)The radar data processing subsystem design process is proposed based on modular design concept after studying the functional and performance requirements of radar simulation system. The tracking information of radar can be obtained by the PPI and drawing-out picture, and historical data is used to analyze the results of simulation system.
