The Design And Implementation Of Special Chronic Disease Management Information System Base On NCMS

The new rural cooperative medical scheme(NCMS) is a farmer medical service cooperation institution, based on comprehensive arrangement for serious disease, which is organized, guided and supported by government with farmers’ voluntarily participation, and financed by individuals, the collective, the government and so on. Chronic disease information management of the NCMS refers to this information process of people with chronic illnesses who are in accordance with the compensation policy of chronic disease. It aims to make inquiries, statistics and analysis of the NCMS chronic compensation, based on the completion of the audit record, certificate, annual review and so on.In the past, chronic disease management work based on the NCMS still remains in the manual stage, The NCMS management staffs were busy all day in the accreditation, inspection and audit for the chronic illnesses. Due to large number of chronic disease patients, the mode of only rely on manual operation has been unable to meet the needs of the development of the NCMS, Neither the chronic disease patients nor the NCMS management staff can get the convenience. Through the design and realization of the system, the author needs to solve the problem of information management about chronic disease services.In order to solve this problem of information management about chronic disease services, combined with the actual situation of the NCMS in Yibin city Gongxian, the author carried on the design and implementation of chronic disease management information system. The demand analysis from the following three parts: 1.Information management of implementation of chronic disease patients; 2.Provides business functions for chronic disease outpatient compensation; 3.Query, regulation and statistical information of chronic diseases according to the demand. For the realization of the system demand, author use Microsoft’s Visual Studio 2010 development, ASP.NET and Web Service technology, C# programming language, ADO.NET database access technology and Oracle database.This paper describes in details the software deployment and implementation process, and work on the assessment of two types of users. First are the managers of the NCMS, Through the software, the managers of the NCMS can implement the patient’s identity authentication, information input, registration, inspection and supervision; Second are the operators of the Medical institutions, they can use Web Service technology to realize the clinic chronic diseases compensation business operations, statistics and analysis. Can be made up for the application of this software, can make up for the deficiency about chronic disease management of the new rural cooperative medical management information system at county level, making the chronic disease compensation in accordance with the policy requirements of all standardized, information-based management, making people obtain papers and hospitalize easily, to obtain good social benefits and economic benefits.
