Twenty-first Century is the information society, with the emphasis on scientific research in Colleges and universities, scientific research achievements of scientific research information management work more and more, more and more colleges and universities, need more data are collected, the traditional way of working is hand collected material, already can not adapt to the rapid development of scientific research work, although many colleges and universities have taken many measures, to improve the management of scientific research work, but the informatization level is not high, most of the work still need the traditional manual word, excel operation, and all kinds of information can not be shared with the query, the urgent needs in various colleges and universities face is how to use computer network, automation technology to improve the management ability and efficiency of scientific research? Therefore, to establish a set of perfect scientific research management information system can greatly improve the efficiency of scientific research administration, the system should be capable of timely statistics, timely to hospital staff research classification, system developed is going to be a bridge between the faculty and Research Department of equipment management informationization construction, also for the college bring substantial impact. The system of scientific research project and product management, management of funds for scientific research and scientific research personnel management, as well as some basic settings and system query statistics. The system will be based on the reality of Nanjing Communications Institute of Technology, using the method of object oriented analysis and design research and development.The main work of this paper:(1) starting from the needs of research, the characteristics of the scientific management system, key technologies, key processes, detailed data collection, and to carry out more in-depth and systematic study;(2) on the basis of comprehensive investigation and comprehensive analysis, the system requirement analysis by using the UML diagram, determine the main use cases of the system, based on the analysis of cases, summed up the function module.(3) the system in accordance with the three layer system architecture was constructed, divided into the presentation layer, business logic layer, database layer, and based on the UML modeling technology, the use of the program flow chart and example code, design and implementation of the system are analyzed and explained.(4) using Ajax technology, the business logic layer is realized by JavaEE, SQLSERVER as the background database, to achieve the development of scientific research management system of Nanjing Communications Institute of Technology MVC based on three tier architecture.This system is the use of computer technology, network technology and database management technology, can provide adaptation, networking, advanced information technology for the scientific research management in higher vocational colleges, the management of scientific research work to standardize, accurate, simple, and efficient. Keeping in view the underlying structure of the data in a certain period of time invariant, the system in the design process based on the daily management of Higher Vocational Colleges and scientific research, to maintaining the status quo, taking into account the education administrative departments of science and technology, and adapt to the requirements of the reported data. At the same time, the system also can provide strong technical support for discipline construction, scientific and technological achievements transformation in higher vocational colleges, science research and production, cooperation.
