In recent years, surveillance cameras in all areas of life in rapidly growing popularity, doubling the amount of video data, the traditional way of relying on manual monitoring is difficult to ensure its efficiency and accuracy, which makes intelligent video surveillance as a research field of computer vision today hotspot. The moving target detection and tracking are key elements of video analysis, based on many aspects of video surveillance, military applications, etc. are applied to achieve human-computer interaction, and is active in the field of computer vision. In such an environment chemical event of an accident, such as fire or that destruction would have serious consequences, so monitoring equipment is particularly important in sensitive positions have installed the camera, if these can be monitored in real-time scenarios analysis, behavior tracking and judge the human scene, some abnormal phenomena alert, able to take preventive measures to ensure safety.For these purposes, the thesis independently developed and designed a stable, efficient, and humane video surveillance system. Intelligent detection module of the system is mainly applied detection method based on space-time point of interest. In this thesis, a new detection algorithms, have been greatly improved in accuracy, so intelligent detection module to determine more accurately. When monitoring site abnormal situation, the detection module through video quickly detected, and the fastest and best way to alarm the maximum extent possible to prevent accidents caused by human factors, the function can be achieved before the accident alarm to ensure that personnel in the proper handling of the accident and the accident completely forensics intelligent monitoring systems.Considering the amount of data that needs to be stored herein is quite large, so a lot of research and attempts to create areas in the database. In ER model, summed up the appropriate data storage system.
