Design And Implementation Of Science And Technology Project Management System Of High-Tech Zone

In recent years, the continuous development of computer technology brings unprecedented convenience to all walks of life, and the management of science and technology project is of no exception. At present, the management project mainly applies in the government scientific research fund management unit of various levels, university, research institutes and enterprises, of which, the government scientific research fund management units mainly includes national fund agencies(eg. Ministry of Science and Technology, the National Natural Fund Committee), management of scientific research project of provincial level(Science and Technology Agency and other relevant provincial agencies), county and municipal level(Science and Technology Bureau and other relevant units), the task of these agencies is to carry out assisted management of the projects of the upper departments, and serves for the local economy and social construction, and is funded directly by local financial department to carry out the projects fund and management. Meanwhile, universities, scientific institutes and enterprises beyond certain scale also have the need to carry out the projects fund and management for the development. In consideration of the present situation and the need of the enterprises, educational institutes and scientific fund management departments, developing a management system platform of the High-tech Zone is imperative.From the practical need of the management department of Songshan Lake Hightech Zone, we develop a management system of scientific projects, combining with current management principles in scientific project and advanced information scientific technology. The function of the system is assists the competent department in the management of scientific projects, including management of project declaration, management of project process, project funds management, the project outcome management and project mating management.This paper carries out a clear study and explanation of the design, main theory, technological base and the process of implementation. Combining the work process of the management department of Songshan Lake High- tech Zone towards the technical projects, the requirement analysis of the design system, through the application of ASP.NET, the B/S model, ADO.NET database access technology and database technology and other computer technologies, the author implements functional design towards the system, and makes a analysis on feasibility of the system.The design structure of this system adopts the B/S model, ASP.NET 4.0 and HTML in the interface of front end, Microsoft SQL Server 2008 in development tools of the background database, and programming language C# in background script language. Modulation and test had been made after the design of the system, showing that the system basically meets the need of the competent department of technical business of the High-tech Zone, but still needs refining.
