The past few years,People’s way of communication has gradually changed with the mobile 3G network coverage and the popularity of smart mobile phone. SMS is often used in the past gradually being replaced by We Chat. We Chat which not only can send text messages between users but also can send voice, pictures or video messages.Users communicate more abundant. With the popularity of the WeChat’s users rate rising, the positioning of WeChat has been changed.The developer of Tencent Inc hopes that WeChat as a timely communication software at the same time, is also a mobile Internet traffic entrance.therefore, Wechat has been released WeChat Public Platform at 2012. At first the WeChat public platform mainly as a marketing tool to help enterprises or businesses engage “self-media” activities in the WeChat circle of users and some services function like query members of integral or flights time. In 2014, “WeChat Public Platform” launched the enterprise-account for carrying the enterprise’s “light-application”.With the help of WeChat enterprise account, a mobile deliberation system can be provided for the enterprise to let professeres reviewing project whenever and wherever. At first of all, to analysis of the traditional system and find the problem that the old system can not fit user that always has a business travel. Thus, we used We Chat Public Platform to reform the old system. By using OpenAPI of WeChat, old desktop system is extended to the mobile platform. The system does not define the geographic of user and do not need user to install additional software in his smart phone, so the design and development of this system provides a new solution for the light-application.
