As the information dissemination modes and reception conditions changed, inequality issues have occurred in aspect of E-government information network dissemination. In order to promote the fairness, which means to ensure the right of vulnerable groups to have equal access to information service, the government is now speeding up the transformation for information accessibility upon government website. The archives sector, a government agency, is one of the statutory seats for the opening up of government information. It bears significant responsibility for information disclosure and culture communication, and it provides the community with archives information service. Under such background, it is so important and practical to explore archives website information accessibility transformation. On one hand, it can promote archives information resource to be shared to the whole society while maintaining the public’s right to information; On the other hand, it can expand the social influence of archival work, and create a “win-win” situation for the society and public. Moreover, it can coordinate the archive sector with government, libraries and other information service agencies to constitute an information service ecosystem.Firstly, this paper statistically analyzes the current domestic academic research results upon information accessibility construction on archives websites. At present, result of the accessibility construction research on Archives websites is much less than that on the government websites and library information. Secondly, this paper defines several basic factors of the Archive website information accessibility construction and proposes that the target of it is to achieve a scientific and reasonable information construction and to realize a barrier-free connection among information technology, human and accessible auxiliary equipment. Thirdly, the paper concludes the situation of provincial archives website information accessibility construction by Internet survey methodology. The survey discovered that no websites have accessibility statement except Government Records Service of Hong Kong. The paper analyzes the reasons for this current situation: lagged industry development, no conditions for Accessibility transformation; the slowness in accessibility construction; weakness in accessibility technology; inadequate laws and regulation, the lack of enforcement power. Fourthly, the paper analyzes the successful experiences of the UK, USA, Canada, and Australia in the archives websites accessibility construction, which governments mobilize all kinds of power including policies, economic strategies and social resources to participate in the construction of archives websites accessibility.Last but not least, the paper proposes several suggestions for the construction of archives websites information accessibility, which are followings: it should establish a people-centered concept and accelerate formulating plans, it should take good advantage of fund and strengthen personnel training; it should promote accessibility of information technology research and improve policy and regulation related; and it should carry out evaluation for accessibility construction.
