Since 20th century, there is about one hundred years history of Taiwan media reform movements. In the first period, which is called underground press period and underground radio period, the fighters founded newspapers and radio stations to against the official statements. In 90s, the movements are more and more organized, and they are involved in political elections. "Unsubscribe from the United Daily News movement" and "the movement about pursue freedom and democratization of media in 90s" are the main events in this period. What they appeal is political power out the media, they are not fully aware the huge threaten of commercial capital. Entering the 21st century, commercial capital growing stronger and stronger and the political power went to backstage. Their alliance makes the bad influence to the media industry. The media reform movements towards to a new direction, which is diversity and organized. Not only the news products are their targets, but also the media system. They also engaged to improve the quality of the public media system. But there are so many interested parties in the media field that makes it so complex, which cause the limited success.With the popularization of the Internet, the media reform movements begin to show different tendency. Citizen journalism is the other way to perform the media reform. The PEOPO citizen journalism platform of the Public TV Group argue for the publicity, participatory and mobility, which are happen to coincide with the meaning of communication right and citizenship right. PEOPO became the main way they speak out and practice their citizen rights. Citizen journalism platform can be the gentle way to advance the media reform movements in Taiwan. Citizen media is one active part of the media reform movements, which is worth studying.This article used three methods, which are the interview, observation and literature analysis. Focusing on the independent media and citizen media, this article will combine the empowerment theory and citizenship right theory to find out the situation of citizen media, the practice situation of citizen right theory and the tendency of the media reform movement.
