Overall level of education in Xinjiang Uyghur Autonomous Region is relativelylow, especially the three district areas in southern Xinjiang are facing with certainproblems in education field, e.g., lack of strong teaching staffs, low study interestof students, etc. To solve these problems, it is of utmost importance to developmultilingual learning system and electronic dictionaries, this is helpful for teachersto improve the level of bilingual education, train the students to earn cross-culturalawareness and multi-cultural qualities; as for minority students, they can learnscientific knowledge, promote their study interest and acquire a good command ofnational language, thus improve their comprehensive quality.At present, researches on Uyghur version of language learning system is atpreliminary stage, with only a handful of achievements, so it has very wideprospect of commercialization. The production of language learning software for theUyghur learners’ community is extremely significant for the cultural, educationaland socio-economical development.In this system, object-oriented programming methodology, dynamic datastructures storage technology, search methods and classification rules, method ofcomputational lexicography have been used concerning the learning psychology ofXinjiang Uyghur community to formulate a logical structure for multilingualdictionary learning system. Latest achievements in related disciplines have beenutilized for data inputting, sorting, tagging and retrieving processes, developedmultilingual vocabulary information processing standard, by this, solvedmulti-language compatibility issues, realized Uyghur-Chinese-English vocabularytranslation and reciting functions.This system on the base of repository of Uyghur-Chinese-English languages andthe speech corpus, with the complementary of multilingual information processingtechnologies, developed language learning aid software based on speechtechnology, it provides students with teaching resources of listening, speaking,reading and writing of Uyghur-Chinese-English languages,it also has the function oftranslation and speech evaluation. Apart from giving explanation about the dailyvocabularies, this dictionary also provides a large number of bilingual interpretationsentences, phrases, special usage, roots, affixes, synonyms and antonyms.Grounding on improving the level of learning, this system provides with simple andeasy learning tools, combining the content of teaching materials in primary andsecondary schools, starting with the basic aspects of language learning, it improvesstudy interest regarding with listening, speaking and reading, encourages active learning depending on high capacity of multi-media technology which is consisted oftext, image and sound. This system is suitable for different foreign language anddifferent native language users, with safe systematic function, high learningefficiency and easy applicability. It has a conspicuous practical value andpopularization prospect for Chinese and foreign language teaching activities inXinjiang.
