Urban underground power pipeline is an important part of municipl infratructure, and as one of the material basis of urban survival and development, It is known as the lifeline of the city. Since the 21 st century, With the popularity of internet and the rapid development of Geographic Information System, WebGIS is one of the main trend in development and appliation of Geographic Information System. The management and the research of underground pipelines are realized by the way of WebGIS and spatial database working together, this is a inevitable trend if we hope to achieve the digital construction of underground pipelines.In allusion to the current management status of underground power pipeline, the thesis utilizes J2 EE as the development platform of system, PostgreSQL and PostGIS as database, Geosever and OpenLayers as WebGIS development tools to accomplish the development and research of power pipeline management system based on three layers B/S mode, And then, the thesis puts forward an improved differential algorithm, and combines with the system, we can achieve the optimal location of the new substation. The main work and innovation is as follows:1. According to the analysis of the system function, the thesis devises system architecture using three layers B/S structure including data layer, application layer and presentation layer.And, the system uses GeoServer and SSH framework to build GIS services and business logic services of the application layer.2. Based on the equipment model of underground power pipelines, the thesis designs the property and spatial database structure using the object-oriented method. Besides, the system implements the integration of management for property data and spatial data.3. The thesis designs and achieves each function module of the system. And the system can query, manage and locate devices, show the track diagram and single line diagram of power pipelines and else main functions. Simultaneously, the system realizes some auxiliary functions such as user management and data import.4. Propose a new improved differential evolution algorithm, test its performance, then combine with GIS system, achieve the optimal location of the new substation.At last, Summarize the thesis, and put forward some prospects for the future research.
