With the rapid development of Internet, network office has been widely recognized by various units and departments as a highly efficient and low-cost office forms. Staffs conduct for business and publish documents through the digitized office window; this approach saves time and improves the efficiency of various departments, achieves a paperless office and saves the costs.The system uses B/S mode enables more standardized resources transactions, and it improves the speed of the transaction process and the quality of service of the relevant departments, provides users with a more open and fair trading platform. Public resources exchange platform provides conveniently supervision and management channel, saves unnecessary time and expense, improves regulatory efficiency and ensures the normal operation of the market and fair competition. It’s solved the problems including confused division of labor, unclear responsibility and different rules. The supervision of the transaction process become more transparent and avoids the illegal operation and corruption.This article uses the MVC pattern and Struts2 framework for the design and development of public resources transaction management platform, using OraclelOg database for data storage. The system can be in fast, efficient and safe operation base on the cross-platform characteristics of JAVA and the security of Struts2. The safety of Oracle guarantees the security of data storage. The major functions of the system include public information management, resource transaction information management, policy information management, information auditing, files management, department staff management, registered user management, system management and supervision and message information management.The core problem of the system is the authority of management information security assurance. This paper uses classification authority method and Triple DES (3EDS) to ensure the authority and data security. In this paper, the system interface features, performance, compatibility, and security was tested, the results show that the system can run on different operating system platforms. The system function can meet the work requirement of public resources exchange service center, and its strong scalability can well support future business.
