With the rapid development of information technology, various industries contact closer and closer. The secondary vocational schools’ courses have also been the impact of information technology, all kinds of majors also combined the information technology have entered a new period of development. Nowadays, in most secondary vocational schools, the Computer Software application design courses are still employing project teaching mode, which is the current extremely popular method, and traditional teaching evaluation system as: Project works finished in class by students--Project works submitted – Evaluated by teachers. Such teaching evaluating method can only gain the single evaluation of the mastery of classes and project teaching. However, it` s too simple to achieve the aim of developmental evaluation of learning process, learning ability, learning attitude and so on. Meanwhile, in such traditional teaching evaluation system, students can only finish the corresponding task by finishing the corresponding tools without reflecting the learning process and creativity.In this paper, combined with the present situation of the teaching evaluation system in Secondary Vocational Schools, the computer course of Chencun vocational technical school is taken as the case of implementation to study the teaching evaluation system of the Vocational Computer application courses. By analyzing the background, significance and value and the present situation of the related fields at home and abroad of the Computer application courses in secondary vocational schools, the thinking on the development of the system of computer classes students’ job submission and evaluation in Secondary vocational school is proposed, which is based on process evaluation and developmental evaluation theory, and with the main function of student participating in the evaluation guided with teacher in pluralistic evaluation. We also state the combined application of process and development evaluation related theories and its effects in job submission and evaluation. Analysis after systematic implement demonstrated we find that there are indeed significant advantages of the proposed evaluation methods and system in the courses of secondary vocational school. It is found by related studies that compared to the traditional methods. The mastery of knowledge of students will be much more solid, the understanding will be more thoroughly, and students will be more passionate in learning with the system of developmental evaluation of teaching-learning and the objective evaluation between teachers and students. Students will be more self-confident and more willing to self-expressing when cooperating via developmental evaluation system, they will also be more active and more positive, which rarely appear in classes of traditional evaluation system.On the other hand, aiming at the needs of project work submitting and evaluating, we also develop the work submission and evaluation system of Vocational Computer courses in this school. This system was developed with ASP.NET, as well as B/S structure C# and MS SQL database develop technology. We elaborate the principle of development and function characteristics of this system using the concept of software engineering development. The developed system of improved functions has achieved the desired effect.
