With the rapid development of computer and Internet, information technology and information system have a strong impact on the business model for tobacco industry. Under the national tobacco monopolization supply and vertical management plan as a whole, the unification of the domestic tobacco production, sales, logistics and tax is conducive to standard management and orderly operation. According to the characteristics of the national tobacco industry standard and the enterprise production and networked management, the original cigarette marketing management system of Baoji cigarette factory cannot satisfy the requirements. In general, cigarette marketing needs work out plans timely in accordance with the national approved criteria, an annual plan of the enterprises, historical sales volume data and market demands, etc. Further-more, the planning usually requires high information-based means, which enables to construct database application system docking with planning and manufacturing operations as well as to guide the cigarette production and marketing. Thus it is very significant to design and develop a high information-based cigarette marketing plan management system.Aiming at the actual business requirements of marketing plan management of Baoji cigarette factory, the 3-layer B/S architecture mode, JSP dynamic web technology and SQL Server 2008 database management system are employed for general design, function design, database design for cigarette marketing plan management system. Particularly, it has implemented the master data management, sales planning/protocol management, cigarette allocation and dispatch management, user management and other main functions. The system has some advantages such as easy operation, multiple functions, security and stability. And it provides Baoji cigarette factory with an informational platform for scientific management. In the meanwhile, it is also able to improve the management level and market competitiveness of the enterprise.
