China is the largest vegetable production and consumption country. Vegetable quality and safety problems make stumbled vegetable export, low consumer confidence and serious threat on agricultural economic development and people’s health. Completing the vegetable quality and safety management system and improving the quality and safety of vegetables become a focus of government at all levels. Therefore, establishing the index system for assessing the quality and safety of vegetables combined with production process and the present situation of the industrial chain and building safety warning and control system are important problems demanding prompt solution.In this paper, the related researches at home and abroad are analyzed. Based on the research achievement of industry chain management theory and risk early warning theory, the index system for assessing the quality and safety of vegetables is established combined with the Laiwu vegetable industrial chain and the warning system consists of vegetable industry chain information subsystem and vegetable quality safety early-warning subsystem is built. Control procedure rules and regulations combined with HACCP and ChinaGAP are established. All above form the complete vegetable quality and safety early warning and control system. Specific research contents and research results are as follows:(1) Research on the index system for quality and safety warning of vegetablesEarly warning index system is the basis of the early warning and control system. Select warning indicators are generally based on the principle of scientificity, representation, sensitivity, associated independence and integral unity, statistical integrity, timeliness and stability. Based on the above principles, combined with the development of Internet of Things and information technology, this paper extends the operability of the indexes and the feasibility of acquisition. The established index system lays the foundation of the early warning system development. One of the innovation of this paper is collecting index from macroscopic statistical data back to the industrial chains raw data.(2)Research on the vegetable quality and safety early warning systemBased on the analysis of the early warning theory and the early warning method and thought, use analytic hierarchy process(AHP) as the building method of the early warning model. According to the basic process of AHP, specialist research and on-the-spot investigation have been done and second system index has been established. Relative importance of each level and weight of each index in total early warning degree have been determined and the accuracy of the system has been validated by actual data.(3)Research and development on acquisition subsystem and warning issued subsystem under the support of system frameworkVegetable industry chain flexible model is established and vegetable industry chain information subsystem is developed combined with research and analysis of the vegetable industry chain. Automatic assembly of the industrial chain and rapidly expanding of link data are come true. They provide reliable support for the early warning subsystem acquiring true and real-time industrial chain data. Quality safety early-warning subsystem has been developed supported by theory of early warning model and data of information subsystem for publishing early warning information. Data sharing and the depth of fusion of vegetable industry chain information subsystem and vegetable quality safety early-warning subsystem is one of the innovation of this paper.(4)Research on management practices of vegetable quality and safety control procedureQuality and safety control procedure is the response process of early warning information. On the basis of the publishing early warning, combined with HACCP and ChinaGAP, management practices for quality control pivotal points of vegetable industry chain key link are established.
