The mobile terminals are becoming more and more functional with the rapid development of smart phones and mobile internet. The convenience achieved on the traditional internet also has a corresponding demand on the smart phone platform among which video playing is one of the most popular one. But video services on mobile terminals are not as widely used as on the traditional internet because of their own constraints:Firstly, limited resources and bandwidth. The cost of domestic mobile data traffic is high, the existing playback control mechanism consumes tremendous traffic which results in unbearable cost for users who play video through mobile internet; Secondly, different vendors are using independent content formats and streaming protocols nowadays, the different business platforms have separate closed system, and the compatibility is poor. So, the intelligibility and video services of different terminals is limited.Aiming at the problems mentioned above, this article mainly focus on video stream protocol under mobile internet and traffic control mechanism whose end is maximum traffic saving. We investigated the information preview of video playing and implemented a static summary encapsulation and preview mechanism which enables users to get main information of a particular video and to play the video randomly. What’s more, we studied the latest stream protocol MPEG-DASH as well. MPEG-DASH has multiple smart phone operation system compatibility. We implemented a playback controls platform based on MPEG-DASH protocol, and proposed a flow control method base on video buffer time. This new method meets the requirements of mobile internet and avoids the waste of data traffic.
