The community is the basic unit of a city. The informatization of community plays an important role in the informatization construction of the city. With the high-speed construction of city and development of information technology, the informatization construction and the intelligence management has became the inevitable trend of the community’s development and construction. The community library is a typical item of community service. In the mobile Internet era, the community library has been changed from a place for books borrowing to a platform where the community residents can share and borrow books anytime and anywhere. It not only make the residents to participate the construction of community service more easier, but also enhance the communication and interaction between the residents. If the problem can not be solved, the residents will lose their enthusiasm for community activities.To solve these problems, considering the situation of community library, we investigate the application of information flow recommend in community service, design and implement the community service information flow recommendation system based on mobile platform. The main research work of this paper is briefly generalized as follows:1. Based on the situation of the subject and the algorithm of information flow recommendation, we put forward the model of community library information flow recommendation. Considering the three main factors of the system(the attractive from the book to the people, the distance issue, the time attenuate issue), We calculate the each factor’s influence to the importance of the information, implement the personal recommendation for the information flow.2. Based on the basic tag-based recommendation algorithm, we put forward a way to improving the performance through similarity tag sequence and tag clustering. In this way, we merge the same semantic tag, update the user feature vector and the book feature vector, and recalculate the similarity between them, improve the accuracy of the recommenda-tion system.3. We design the testing laboratory to verify the performance of community library information flow recommendation algorithm and improved tag-based recommendation algorithm. Through the testing laboratory, we also get the weight of each factor in information flow recommendation algorithm.4. We design the frame of the information flow recommendation system, analysis the processing of the information flow recommendation system, implement the data storage, the function module and the mobile application, and show the view of recommendation system in the mobile application.
