With the full advent of the information age, the demand for mobile services is increasing. A large number of different formats, different types of base stations are being built to meet the communication needs of the user. At the same time, a lot of energy are wasted. Today, although researchers have been increasing emphasis on green communications, but most studies still remain in the hardware energy efficiency and energy-saving equipment on more single way.This paper concentrates on the network level to proceed, mobile real-time changes in the cell according to the user profile, dynamically adjusting the base station transmit power and coverage strategy to develop synergy between base stations, base station in order to achieve energy efficiency and enhance the purpose of saving overall system power consumption.In the aspect of improving energy utilization efficiency of the system, this paper proposes a base station power control algorithm based on Markov decision. Since random mobility of user in the wireless communication network, the number of users and the distribution of user’s location changes frequently in the cell, thus, for a base station power management method that always maintains peak, its energy efficiency is not high. This paper uses the power control model of discrete energy levels, and a cell is divided into different location areas according to the distance from the base station. With the number of users in each region as the decision-making status, this paper selects the optimal transmission power according to the user distribution of the cell, in order to achieve the optimal energy efficiency, shown as the number of users covered by the unit power consumption in the paper.In terms of saving energy consumption of the system, this paper propose a base station collaborative coverage strategy based on the cell dormancy. It is generally known that the most of the energy consumption of a wireless network is used to maintain the daily operation of the base station, so the base station dormancy is an efficient energy-saving method. However, there will be coverage holes after the base station dormancy, which needs to be solved through a way of collaboration between base stations.At first, this paper proposes a base station dormancy mechanism based on traffic load, user distribution and energy consumption, developing a base station dormancy and activation mechanism including a two level selecting method.Then, this paper puts forward a base station collaborative coverage strategy based on the distribution of the user, according to the prediction, statistics, analysis of the distribution of legacy user in the dormant cell, the neighbor base station coverage zoom is controlled, using load transfer and load balancing algorithm, to realize the dynamic collaboration between base stations, eventually achieve seamless coverage and simultaneously save energy under ensuring the user needs of the business.
