With the continuous development of human society and economy, the demand for information exchange and transmission is growing rapidly, becoming an important part of people’s lives. In order to meet users’demand for a variety of services, wireless communication technology has made significant progress in the recent years. There are various types of networks coexisting and making evolution in the current network. It is a critical topic to research on how to meet the substantial growth of wireless data service needs, how to use the network differences to increase resource utilization and improve customer service experience for the heterogeneous network radio resource management.The main research work can be divided into two parts. In the first part, the paper studies the radio resource management of UMTS and LTE heterogeneous network. Taking the network, user and service diversity into consideration, this paper proposes a joint park, access-and-bearing strategy in terms of the practical communication system. In the second part, this paper studies the power allocation method in the cognitive heterogeneous wireless networks and proposes a non-cooperative game theoretic power allocation algorithm with asychronous updating method.In the research of the radio resource management of UMTS and LTE heterogeneous network, this paper first establishes the pipeline ability which unifies the radio resource, and then proposes a user activity based redirection method and a service efficiency based access-and-bearing method. The methods consider the user diversity and service diversity respectively. The simulation results show that they can both improve resource utilization and user experience.In the research of the resource allocation method of cognitive heterogeneous network, this paper studies the power allocation algorithm in the spectrum sharing senario, which can improve the spectrum utilization. The paper successfully proposes a solution to coordinate the power allocation of coexistent networks under the framework of Users Coexistence Game targeting at maximizing individual achievable rate. An asynchronous method is proposed to update strategy with only local information. It is certain to converge to a unique NE under linear conditions. Numerical simulations show that the convergence property of UCG with asynchronous method is very strong than that with simultaneous or rational one.
