The prediction ofcyberpolitics that made by the famous futurist Alvin Toffler is becoming reality. Peopleare increasingly using the internet for political information, expressing their politicalwill timely and clearly. Citizen’s political participation way has changed, and it alsobrings a series of new problems.The network public opinion is very complicated in this self-media age, no-specificsubjects can publish information anytime and anywhere through the internet, expresstheir views and opinions. When public opinion focus on public events, there will be alot of people use network to onlookers it, to express their views, to vent their emotions,called for support, get the most thorough release and blend in this new field of spaceand time, this creates the specific public opinion of the self-media age and also forms aunique way of political participation. The characteristics of network public opinionreally can make the network become a very important way for the public politicalparticipation, but its inherent defects and negative effects also makes many problems tothe network political participation.From the perspective of the results of dealing with major events’ network publicopinion, some of the government departments have few problems about dealing with thepublic opinion. Once there is some emergencies happen,some of the governmentdepartments will choose to cover the truth to protect the government image. Due tonetwork public opinion guide mechanism is not sound, the main responsibility is notclear, easy to cause a buck-passing between departments.As the main social organization of social management, it is necessary forgovernment to take part into the network actively, based on the characteristics andtrends of the network development, organize experts to analysis and research thethinking way of the internet users.
