In recent years, with the rapid development of communication technology, especially thewidespread application of mobile network services, the convergence of heterogeneous networks andthe control of the services have become one of the most active areas. This thesis focuses on the useof policy-based control method to ensure the quality of service of the multi-user network. Thepolicy control for single a network is modified to adapt to multiple heterogeneous networks, and thedesign and verification of function structure of strategy are provided as well.This thesis analyzes the trend of the isolation between policy control and service bearing, therequirement of mechnism improving for heterogeneous networks. Based on the PCC architectureand a proposal is provided on the network-level policy decision and policy decision. Aheterogeneous network policy control system is designed. The modules of network-level andnetwork element level policy decision-making have described, followed by policy enforcement andstrategic database maintenance in a prototype system. The prototype implementation meets somekey issues including the definition and processing of messages of strategy, policies for the conditionof the limited bandwidth resource, and the control procedure of strategy processing.With XenCenter, we have built a heterogeneous network environment, and the prototype systemhas been deployed in the network for testing. By Ostinato, an open source packaget for testing,VLC for video streaming, and wireshark and iftop for packet analyzing, are employed to evaluatenetwork performance. The testing result of the prototype system shows that the proposed design isfeasible for heterogeneous network policy control.
