As the Long Tern Evolution of TD-SCDMA (Time Division-Synchronous Code Division Multiple Access), TD-LTE (Time Division Long Term Evolution) has attracted broadly support throughout international community with its unique technical advantage, and has entered the commercial stage in many countries. As an important part of the commercial process, Terminal Testing raises the requirement of researching and developing of terminal RRM (Radio Resonance Management) conference testing instrument. For the2/3/4G coexistence scenario during initial process, in order to enhance the user experience and realize smooth transition, it is particularly important to research the solution of inter-RAT RRM conference testing.Cell Reselection is a critical RRM function in idle mode. Terminal forwardly determine to reselect to a more suitable cell based on measurement and assessment of current cell and neighbor cells’quality according to network configuration and changes of wireless propagation condition. TD-LTE/TD-SCDMA inter-RAT cell re-election test cases focus on evaluation whether the cell re-election delay between TD-LTE and TD-SCDMA cells fulfil the range of3GPP’s specifications.To implement the TD-LTE/TD-SCDMA inter-RAT cell reselection test cases of RRM conformance testing for User equipment (UE), Firstly, a cascaded scheme is proposed in this thesis based on TTCN-3(Testing and Test Control Notation) conformance testing model by analyzing the existing single mode TD-LTE and TD-SCDMA RRM conformance testing system. Then the control software of inter-RAT RRM conformance testing system was designed, with detailed analysis of the cell reselection test case defined by3GPP technical specification, here gives out the implementation of two TD-LTE/TD-SCDMA inter-RAT cell reselection test cases based on TTCN-3.And mainly solved the delay calculation method as well as synchronization in this TD-LTE/TD-SCDMA inter-RAT RRM scenario. Finally the correction of this solution was proved by setting up a shareware platform and joint debugging with terminals.At present, this system has completed debug with some terminals and takes the lead in GCF certification, it will be widely used in terminal’s researching, Debugging, production as well as authentication.
