In ubiquitous network environments, the type of terminal device tends to be more diversification, which brings opportunities to the cross-platform development of ubiquitous services. The information on the terminal device can reflect important information such as the user preference of the business experience and the capacity of the terminal to provide services. If the terminal capabilities information can be encapsulated and registered to the terminal management system, in the meanwhile, open the services to the external systems, it would be help to improve the quality of existing businesses and new business needs digging. Under the background of the difference of management mechanisms and terminal capabilities information on heterogeneous terminal, how to register the heterogeneous terminal capabilities to the terminal management system in general way, how to open the unified interfaces to external systems, how to provide an effective mechanism for terminal capability service matching requests, become an inevitable problem in heterogeneous terminal management.For the deficiency of the existing study of terminal capabilities encapsulation and share on heterogeneous terminal device, this paper research and work out the terminal capacities registration module and open module in terminal management system. When designing the terminal capacities registration module, terminal capabilities information can be stored in unified data format by common information module in the terminal management system by common information model. When designing the terminal capacities open module, we use the ontology description language for the semantic description of terminal capabilities information, and transform them into service resources, then open the unified interfaces to external systems. In the meanwhile, aiming at the problem of matchmaking external request and terminal capabilities in the terminal management system, this paper proposes a multi-level filtering service matching method which divides the whole matching process into the matching of public property, proprietary property and reputation of the services. When calculating the semantic similarity between attributes, this paper presents a new hybrid semantic similarity calculation method, which combines three factors, namely semantic distance-based measure, information content-based measure and attribute-based measure. To avoid unreasonable artificial weight setting, we introduce principal component analysis and allocate weight of each factor based on the contribution rate of principal component. The experiment compares the similarity ratings of our algorithm with other classic algorithms on the same datasets and the result shows that our algorithm has better performance.This paper implements a specific module based on the above research methods. Through using mobile phone, PC and set-top boxes as managed terminal device, we simulated the terminal capabilities register scene and open scene, then we finished the case of terminal capabilities encapsulation and share. Because the terminal capabilities information collected from real-time data on the terminal device, it verify that the feasibility of our design module in a more effective way.
