Technology Transfer Information Service is a knowledge-intensive field, whosegoal is to improve the process of technology, human and information resourcesflowing to the industry and enterprise, and to promote the centralization of scientificand technical information that is cross-sectoral, cross-sectoral, cross-border, and toachieve efficient sharing of scientific and technological achievements, and to facilitatethe rapid and full public access to information resources for technology transfer. And Ithe whole process, the efficent use and management of so many technologyknowledge is needed. However, the information of this field now are sacttered, lowdegree of formalization, and poor association, So it is imperative to establish thetechnology field of knowledge base.The first mission of building a knowledge base is to build ontology.As a modelof knowledge represention、orgnization and share, ontology can be well applied in thefield of knowledge management and reuse. In the traditional method of ontologygeneration, so many people were used to paticipate in the work, which cause morejobs and lower efficiency. So an automatic or semiautomatic method to generateontology is needed to promote the efficency.After analyzing a variety of structured and semi-structured data sources, we canfind that as a data source of distinct filed boundaries and structure unifield, relationaldatabase has a certain correspondence with ontology. Therefore, this paper uses asemi-automatic method to build ontology based on relational database. The mainprocess is through the analysis of the relationship between relational schema andontology, we can generate the transfer rules to get the ontology using the relationshipof data model and ontology model, and then, Using these rules can cost relationaldatabase mapping ontology model. Due to the use of database construction are not soperfect, so we need standardized HowNet initial ontology and semantic extensions torealize the automatic ontology generation.After successfully building the domain knowledge base, it will be applied toQ&A system. Q&A system can analysis questions of natural language and match thesentence templates,which are built with the help of domain knowledge base. Aftersemantic analysising upon questions, they will be converted into SPASQL languageand then, query the knowledge using reasoning functions of ontology. Such systemscan solve the problems of lacking semantic understanding and can accurately get theanswers users needed, rather than a series of related links.
