Rate control plays an important role in regulating bit streams in video coding.Because of the good coding performance, the HBP has been adopted in MVC.However, the features of the HBP structure and stereoscopic visual saliency of HVSare not fully considerd in the conventional rate control scheme and bit allocationmethod.To solve this problem, This paper make a deep research in rate control and bitallocation of MVC.In the aspect of the rate control in the HBP structure of MVC, Firstly, the accurateestimation of MAD of the current frame is desired for both QP selection and RDO,this paper proposes a bi-directional MAD prediction model to predict the MAD of thecurrent frame by using the actual MADS of the encoded frames in lower TLs.Secondly, the number of header bits has a close relationship with the TLs in HBPstructure, this paper proposes an enhanced prediction method in which a proportionalrelationship of the header bits when the frames are located in different TLs.Furthermore, this paper makes some experiments and the results show that theproposed method can achieve accurate target bit rate and good coding performance.In the aspect of the bit allocation scheme based on the stereoscopic visualsaliency for MVC, this paper proposes an ROI segmentation model which utilizes theinformation of motion, depth and the edge of depth maps. Then, the bit allocationscheme is realized by adjusting QP based on the ROI segmentation results. Theexperimental results demonstrate that the proposed method can enhance theperformance of ROI as well as the whole video.
