The Internet has become "the maximum variable" of the Chinese society during transition period, and the Internet public opinion ecology has been linked with real action field, influencing the setting of public agenda and the shaping of public opinion, and prompting the behavior transformation of traditional collective contending. It gives birth to social movements on Internet featured by ration, initiative and organization, and becomes the major channel for citizens to appeal and safeguard their rights and interests. Social movements on Internet are unique in the mechanism, such as the mobilizing base, opportunity structure and contending process, cognitive framework and contending words. The efficiency of idiomatic collective contention theory paradigms for explaining the specific mechanism of social movements on Internet is insufficient. Understanding the mechanism deeply and exploring effective responses and guidance to social movements on Internet is beneficial for interest expression, social pressure release and the reconstruction of benign relationship between state and society.With retrospection of theory paradigms for diverse collective protest behavior, this article innovatively interprets the changes which the Internet brings to public opinion and collective action. Based on the relationship between state and society, this article explains the mechanism of resource mobilization, political opportunity and frame construction of social movements on Internet by cases study such as the criminal detention of a junior high school student in Gansu Province owing to his posts.Social movements on Internet are rational choices based on cost-benefit balance. Among the intangible resources of direct and indirect interest-related groups and irrelevant groups, such as emotion, public opinion, professional knowledge as well as the tangible resources such as money, contending symbols and collective action are fully mobilized, disseminated and interacted on Internet, forming strong social action network. The contending groups explore political opportunities from the relationship between state and society, utilize the benefit game and structural strain in events, and set diverse confrontational strategies and unified cognitive framework to promote the successive and political contending process. In the We-media era, to standardize and purify the Internet ecological ethics and to institutionalize social movements on Internet is efficient to transform the government’s controlling philosophy to accommodate and subside social movements on Internet, and reconstruct positive interaction of state and society.
