Electric power communication network is becoming more and more important in recent years because of the particularity of the grid development, now the development of intelligent requirements are also increasing. According to the "12th Five-Year Plan"(from2011to2015) and in order to protect the safety and stable of the grid system, it is necessary to rebuild and design the communication net based on the way of regional transmission. According to the actual situation, this paper completes the plan based on the TPN technology.This paper analyzes the characteristics of PTN technology, the protection methods and synchronous. According to this, the author investigates the business carried on the electric communication network and do some classification. According to different service bandwidth requirements, the author designed all types of business channel configuration tables. Then the author designed the standard configuration table based on the different voltage levels of substations. Referring to the region of bandwidth calculation model, the author calculated out the2013to2015Xinxiang Electric power communication network development overall bandwidth requirements based on various business channels standard tables and substation equipment configuration table. The author designed the communication network based on the current situation of Xinxiang and detected this system, the results shows that the indicators of PTN are in line with the requirements of national standards. After the installation, it has been accept by communicate company. At present, PTN optical transmission system and equipment has been completed and it possesses the requirement of production, resource use and intelligent development demanded by the "Twelfth Five-Year Plan". PTN network is safe, stable and reliable.
