Study On Government Response And The Political Participation In We Media Era

Development of network technology not only enriches our daily life, but alsobroadens our political life space. Through a piece of network events, we candiscover the changes that the network brings to political participation. From theinitial online forums, e-mail era to we media era now, the characteristics of thenetwork itself is altering. We media era has the characteristics of immediacy andtransmitted facility and grass root, so that information can be wildly relayed in ashort time anywhere. These features take huge challenge to the network governanceenforced by government. The central government based on stability maintenanceneeds, by means of performance appraisal, push that local governments must make apositive response to network events that occur in the local. Meanwhile, the networkbuilds a bridge between the government and the public which contains the rightmechanism, information mechanism and communication mechanism, so that thegovernment can respond to pubic network participation.This essay uses empirical methods of screening to make quantitative analysis ofnetwork events happened in2010-2013, trying to explore the public’s preference forhotspots discussion? How does government respond to network events? Andwhat are deficiencies existed in the government responding to networkevents? Based on the analysis of time series of these cases, the amount of the mainpaste and thread, the network nature, involving traditional media and opinionleaders, the network ’s political participation, we find that in we media era, Internetusers, opinion leaders and traditional media are mutual influence, thus promotingthe development of the entire network events. The government ’s response time tonetwork events depends on whether the event is associated with the vital interests ofthe government, For example, the response to the events associated with officials’performance appraisals are more positive, the response to incidents involvingofficial corruption are relatively cautious. But to those related to the vital interests ofthe government is not strong, such as judicial cases, public moral event, thegovernment’s response is not highly active. In order to meet the challenges of network political participation, the Chinesegovernment’s response is timelier, but there are still many shortcomings in the waysand methods of response. Focus only on the results of network events, negligence onnetwork political participation existing in network events, and questioning of usersnot providing valid evidence to respond, often lead that the timely response of thegovernment is worse to the events. This paper argues that the government shouldimprove the ability of response to network political participation and take theinitiative to respond to network events, not only to emphasize the timeliness of thegovernment response, but also to focus on the effectiveness of the response.
