| Information and networking progress, which sweeping around the world, are changingthe way people live and work. The concept and practice of e-government and e-commercehave been more widely recognized by society. Abroad, especially political parties of Britain,America and other developed countries, began to apply new information and communicationtechnology to the operation of political parties since early90s. Foreign political scholars alsobegan to apply the concept of the virtual political science, digital (electronic) democracy,electronic political parties and etc. to study the impact of new technology, with the network asa representative, on political parties and politics. Chinese Communist Party is on behalf of theadvanced productivity and culture. It faces the challenges of the new situation, keeps pacewith times, bravely takes theory innovation, use modern information and communicationtechnologies to strengthen the party building and establish e-party under our country’s basiccondition. It is significant to the enhancement the leadership competence of the party’s.Online party building platform, as an important carrier of e-party, has got more and moreattention and concern from people.Under this background, this paper firstly analyzes the current situation of the researchand practice of e-party at home and abroad, describes the constructive meaning and purposeof the online party building platform and makes clear the importance and urgency ofestablishing the party building platform. Then, after researching on some large-scale systemsand many party committees of large state enterprises, according to actual demands, this papersums up their actual requirements, finds the common points of the operation of partycommittees and establishes an e-party work flow, based on which, this paper refers to someother party building websites, analyzes the function requirements of online party buildingplatform and develop a use case model.According to the requirement, the architecture of the entire online party buildingplatform is designed. This platform is composed of information publishing sub-system, onlineparty branch building sub-system and single sign-on sub-system. All sub-systems are relatively independent and combined with single sign-on sub-system, integrates into thewhole online party building platform. Meanwhile, all sub-systems, using Web Servicetechnology, provide open application interfaces to others, following loose coupling and tightcohesion principles. The platform adopts the typical MVC architecture, because MVCarchitecture has good maintainability and scalability. Besides, this platform’s database isdesigned using Entity-Relationship Diagram (ERD).Then, the paper takes important modules in the platform for example to describes thedetailed design of the platform and to design sequence diagram based on object-orientedtechnology and UML language. And realizes the platform, using Web Services technology,Ajax technology, frameworks of jQuery, and SSH, Mina and etc.Finally, the platform is tested by function and performance test and describes the testenvironment and data in this paper. The test result shows that the system is function-rich,stable, reliable and performing well. At present, the platform has passed the test in a SoftwareTest Center and been online for use. The user’s feedback is good. The platform achieves theexpected effect, establishes the correct guidance of public opinion, plays well the role of theParty’s online “mouthpiece”, enriches the types of organizational life and arouses the studyenthusiasm of party members Through CTMR’s recommendation, this platform is beingpromoted to various large-scale committees. |
