As the acceleration of internationalization process, the relationship among countries becomes increasingly tightened. It is necessary to educate talents who have international view, knowledge and communicating ability to promote mutual understanding and common development. Meanwhile, as the embedded development of globalization, service trade develops rapidly. Higher education as a kind of service trade is included into General Agreement on Trade in Services by WTO, being an important part of service trade. China is involved into the environment of world economy gradually, not only attending economy competition, but also taking part in talents competition whose key point relies on education. Driven by internationalization of education, Sino-foreign cooperation in running education brings foreign education resources of high quality can promote education of domestic colleges and universities, improve domestic capacity for scientific research, and improve comprehensive strength of China’s education. Sino-foreign cooperation in running education as a production of China’s reform and opening up, began in the eighties of the last century, which has experienced more than 30 years. Since China’s accession to WTO, cooperative education develops rapidly, the scale expands dramatically, the level is enhanced gradually and the mode becomes diversified.This thesis focuses on the innovative mode and strategies of Sino-foreign higher education cooperation. Beginning with current research, this thesis tries to discuss theoretical support from the theory of educational economics, marketization of education and the internationalization of education. Through the current analysis of cooperative modes, we can find conclude the general status.Based on such analysis, this thesis explores some innovative modes from four angles: interactive communication, education management, education teaching and "going out" strategy and deeply analyses the background and complete running way for each mode. Meanwhile, this thesis selects Xi’an Jiaotong-Liverpool University as a typical case to analyze and explore some successful experience to promote cooperative mode in running Sino-foreign higher education.In order to explore the factors that influences the innovative modes of running Sino-foreign higher education, this thesis uses SWOT to analyze internal and external environment including strength, weakness, opportunity and threat. Through the analysis of horizontal, longitudinal and alternate combination (namely OT, SW, SO, ST, WO and WT), this thesis explores some strategies to realize mode innovation which would provide some meaningful direction to further development of Sino-foreign cooperation in running higher education.
