Foreign teachers’ management system in China ordinary universities is a kind of teachers’ management system. But it different from the local teachers’ management system and has its unique characteristics and change mode. The quality of foreign teachers’ management directly related to the level of internationalization of universities. And institutional change of foreign teachers’ management is an optimization process.This thesis uses the method of literature statistical analysis, comparative approach, and institutional change theory to analyze the history of institutional change of foreign teachers’ management. Then it analyzes each historical stage of foreign teachers’ management system in China ordinary universities, from the system background, the system content, system function and evaluation. Through the analysis of it, summed up the institutional change reason, the subject and pattern of foreign teachers’ management system and accordingly put forward foreign teachers’ management institutional change mechanism consummation countermeasure.The formation and development of foreign teachers’ management system in China ordinary universities has a history of more than one hundred years. The institutional change has experienced four stages: from the period of the Opium War to the early Republic of China; from the early Republic of China to the founding of PRC; from the founding of PRC to the Cultural Revolution; after the Cultural Revolution to now. Through the study on four historical stages, this thesis sums up the reason of the institutional change of foreign teachers’ management is social environment change; the subject of institutional change is the government; the pattern of institutional change is gradual mandatory institutional change. This thesis points out the existing problems of foreign teachers’ management system, namely the pattern is single, and the path dependence and the lack of system in the process of institutional change. Through analyzes these problems and the reason why. This thesis puts forward foreign teachers’ management institutional change mechanism consummation countermeasure, which are taking mandatory institutional change and induced institutional change pattern, cultivate multiple main body institutional changes, timely adjust the change path, overcome path dependence, pay attention to the system demand, reduce the "delay" caused by the lack of system, set up a practical and effective system operation mechanism.
