The head teacher is an important people in the pupils’ growth and life, they also play the key role between parents and the school, therefore, head teachers’ work is directly connected to the education quality development and students’ life. Master the fact whether the head teachers have enough competence to complete the job, which is benefits for the teachers’ self-improvement, pre-service teacher education, head teacher selection and in-service teacher training.This article adopts the questionnaires that are compiled by YeJin in 2007 and revised slightly choosing four schools as research object to survey the current situation of competence of head teachers in junior high school in SheQi rural district. It includes the items are as follows:cultivate ability, class management skill, instruction ability, knowledge structure, self supervise ability, education concept, professional ethics, work attitude, psychology tutoring ability, emotion, interpersonal association, personality charm. The paper analysis the differences among the different school type, grade, work experience, gender, educational background and so on specifically.From the basis of empirical study, the conclusion are drawn as follows:first, the head teacher competence in SheQi rural junior high school locates the upper level, professional ethics and self supervise ability are the highest. As for students assessment the head teachers work attitude and psychology tutoring ability are the lowest. Second, there are obvious differences between the type A and type B schools on each dimension and the type A school are higher than the type B school. Third, the head teacher’s competence show significant differences between different grades. Fourth, there are no obvious differences in the competence with the length of the teacher’s work experience; Fifth, there are no obvious differences in the competence with head teachers from different gender, degree and whether or not the one-child family.According to the above conclusions, this paper put forward the suggestions for the improvement of the head teachers’ competence from four aspects. First, from the perspective of the government, it is better to increase education funds investment and improve rural teachers’ work environment; it is a good way to develop the head teachers’ competence by improving the rural teachers’ salaries and building the system of rural teachers’ special allowance; it is necessary to carry out the teachers’ flow system and balancing teachers configuration. Second, from the social point of view, people must paying attention to the head teachers’ physical and mental health in order to prevent job burnout and give the head teachers reasonable social expectations; the head teachers also need parents’ support and cooperation. Third, from the aspects of the school, one is improving the rural teacher training system and the head teacher performance appraisal system. The other is building a good school management system to strengthen the head teacher subject consciousness. Fourth, from the perspective of teachers’, strengthening their own consciousness of learning professional theory, reflecting actively and using collective education and individual education flexibly.
