Research On The Internal Governance Structure Of Local Colleges In The View Of University Constitution

Higher education occupies an important position in the national education system. Colleges and universities undertake personnel training, scientific research, social services, cultural inheritance and innovation function, which were the important source of national scientific and technological innovation. With the improvement of the socialist market economic system, the government administrative system reform forward, colleges and universities must adapt to changes in the external environment constantly adjusted. “Long-term Education Reform and Development Plan Development Program(2010-2020)” made it clear “to improve governance, strengthen the construction of the Constitution, the expansion of social cooperation, and promote professional evaluation”, such as the establishment of Modern University System Construction with Chinese Characteristics task. For domestic colleges and universities to establish a modern university system needs to solve two problems, namely, the rights and obligations of colleges and universities and the government, society and other external body between the power configuration and operation of the internal body between the various colleges and universities, namely, internal governance structure Colleges and Universities. Since 2010, the Ministry of Education to promote the university to carry out the construction of the University Statutes, trying to clear the relationship between internal and external university development process and promote institutional management system of colleges and universities to the modern university system transformation.This thesis study the local colleges from the constitution and internal governance structure, which show that the Party leadership unclear division of executive powers with the president between administrative power and academic power conflicts have arisen, staff and students to participate in democratic supervision weakened, other stakeholders lack of capacity to exercise the powers of internal governance, the school party and government organs and departments bloated dependence. The study was deepen governance theory in the field of higher education administration, which enriches the research topic and provide reference for government and local colleges in practice.This thesis divided into five parts. The first part is the introduction. The second part based on the internal governance structure of Local universities constitution, focuses on the power tendency of college internal governance structure, revealing problems and reasons. The third part is learning experience from foreign universities constitution to reform internal governance structure. In the fourth part give some policy recommendations for local colleges to optimization internal governance structure based on the universities constitution. And the last is the conclusion.
