Advocacy Coalition Framework theory is about the policy process which was put forward by Paul ·A · Sabatier etc.in the 1980s.The theory is concerned much by the domestic scholars and has been applied for studying the public policy, like the educational policy. The Advocacy Coalition Framework theory, a theoretical basis, is utilized to analyze the change of the autonomous admission policy which contributes to the theory test and the policy improvement.Based on the definition of concerned concepts, the autonomous admission policy and the Advocacy Coalition Framework theory, using the literature research and history research, the change history of the college entrance examination is reviewed and the history of the autonomous admission policy is divided into the formation stage and the reform stage. The conflict of the policy philosophy is analyzed from the point of the actors’philosophy (supporter, opponent and skeptic) which forms inside the policy system in the formation stage and the reform stage. The content of policy philosophy, core and surface philosophy, policy orientation of learning is dissected. Meanwhile, the political, social, educational and other aspects of the outer factors of the policy subsystem which is formed in the form stage and the reform stage is discussed. Based on these, the similarities and differences of the policy process in the form stage and the reform stage are compared from the social context, policy philosophy and the actors. The enlightenment of the policy change is elaborated from the goal and principle of the policy, the enrollment scope, the supervision and restriction mechanism. The lessons learned of the policy change is set forth from the limitation of the philosophy expression of participants in no decision-maker and the fuzziness of the relationship of the actors’philosophy and interest.
