Open University of China, Beijing Open University, Shanghai Open University was established in 2012, which is the start of the strategic transformation of the lifelong education in China. Construction of the Open University is a complex social system project, and it needs to clarify ideas, clear positioning, identify the starting point, so as to find a starting point for the restructuring and development of the school. The Open University is in the restructuring and development of important juncture, and needs to have a new breakthrough, in building lifelong education system, and a learning society explore other educational function in addition to traditional academic education and meet the needs of economic and social development and different learners.This paper begins with the brief definition of some related concepts of the educational function involving the Open University Lifelong Education. Then it analyzes the educational function of the more influential foreign and domestic Open University, and find out something useful for reference. Then it chooses Open University Changning Branch as a case to conduct empirical research. It analyses the real foundation of school education functions, namely to promote the spread and impact of the concept of lifelong education, related documents and policies and regulations, regional upgrading and the school’s own development needs. Then through the practical analysis of the educational function it explains the basic structure and operation situation, including the three educational function, which are academic education, education and training, and community education. It concludes the practical results, summarizes the characteristics, and finds the development bottleneck of school’s current educational function. For the above problems, this paper puts forward the corresponding optimization strategies, such as: grasping the development trend of social development services, strengthening ideological and theoretical study to provide ideological guarantee, meeting the various needs to enrich the educational function, enhancing co-ordination to achieve multi-function optimization.
