With the strong support of national finances,the shortages of Gansu Province state general secondary education resources have been eased, but at the same time, people focus on their attention on that if the educational resources allocation is balanced or not. "Large amount" problems, "School choice hot" intensified, "school district room" phenomenon is becoming red hot. In addition, the middle school academic burden is too heavy, the teacher resources lack in rural schools, the degree of information is lagging behind, the quality of teaching in rural middle school is not high, the more rural students enter top universities is more and more difficult, all of what are caused by uneven allocation of resources has attracted the attention of peopleThis thesis represents the problems which exist in the field of ordinary middle school education in Gansu Province as the starting point, and it takes Gansu Province as a whole,meanwhile it uses the method of literature and investigation to investigate the current situation of secondary education resources configuration which based on the full understanding of the situation in order to explore the harm to the student and education which caused by the unequal allocation of educational resources. Finally, this thesis put forward countermeasures from three aspects of financial resources, human resources,material resources.This thesis researches on the current situation and existing question by dividing the education into three parts, financial resources, human resources, material resources. And found that, firstly, the amount of Gansu Province ordinary high school education is increasing, but the configuration is imbalance. Secondly, each general secondary material resources has increased staffing levels in Gansu Province, but the allocation of material resources among schools is imbalance. Thirdly, the structure of Gansu Province ordinary secondary school teachers is irrational and the allocation of teacher resources is imbalance.Influenced by the uneven distribution of educational resources, education in common middle schools in Gansu province has emerged serious problems: first, the high school entrance rate and enrollment rate is becoming higher and higher, but on the contrary thestudents’ schoolwork burden has increased rather than decreased; second, the uneven allocation of educational resources caused serious unfair of education; third, the uneven distribution of educational resources and educational public products attribute fuzzy which leads to speed up the process of capitalizations.In view of the existing problems in the allocation of educational resources, in order to avoid its negative impact, this thesis puts forward some countermeasures and suggestions from three aspects: on the first, it configures general secondary financial resources to compensate by building a mechanism to optimize the disadvantaged; on the second, it optimizes the allocation of material resources through the creation of information education resources sharing mechanism; on the third, it establishes the flowing mechanism of urban and rural teachers to allocate human resources.
